Metropolitan Public Safety (Metro or MPS), a fully licensed and bonded agency, is located in San Diego and has been providing safety, security, and protection since 2002. In order to keep abreast of today’s ever-changing security requirements, Metro mandates continuous training and provides access to classes to ensure our officers maintain the highest level of service and assure the safety of their client’s needs.
MPS has built a reputation for professionalism and quality of service in a number of key areas (to include: physical security, undercover protection, training and customer service). Our leadership consists of personnel with many years of experience in police and security field operations and in-service training. Every Metro officer receives extensive in-service training from this highly qualified team as well as from approved training institutions. Metro is aware of society’s ever changing high-tech environment and uses the latest cutting edge hardware and software to enhance our protection and security services.

Lieutenant Apparito is in charge of the Firearms Training Division of Metropolitan Public Safety. Lieutenant Apparito is a NRA Law Enforcement Instructor for Handgun, Patrol Rifle, and Shotgun. Lieutenant Apparito is also a State of California BSIS Firearm Instructor as well as a GLOCK Armorer and a California Department of Justice certified Handgun Safety Instructor. Lieutenant Apparito is Academy Instructor Certified by the California Commission on Peace Officer Standards and Training (POST). Lieutenant Apparito formerly worked patrol with the Oceanside Unified School District. Lieutenant Apparito has thirty three certifications from the Department of Homeland Security-FEMA Emergency Management Institute. Lieutenant Apparito is one of three rotating Watch Commanders that Metro utilizes in the field. Lieutenant Apparito has been certified by TASER International as an Instructor, Technician, and Forensic expert related to all of their products.
Lieutenant Clay is in charge of the Operations Division of Metropolitan Public Safety and is in charge of all non-firearm related training. Lieutenant Clay is certified by TASER International as a Law Enforcement/Corrections/Military/Civilian Instructor related to all of their products. Lieutenant Clay was previously assigned as a School Resource Officer to the Oceanside Unified School District. Lieutenant Clay is one of three rotating Watch Commanders that Metro utilizes in the field. Lieutenant Clay has acquired certifications from the California Commission on Peace Officer Standards and Training (POST).
Lieutenant Zimmerman is in charge of the Administration Division of Metropolitan Public Safety. Lieutenant Zimmerman is certified by TASER as an Instructor related to all of their products. Lieutenant Zimmerman formerly worked with the Oceanside Police Department, and is a graduate of the University of California San Diego. Lieutenant Zimmerman is one of three rotating Watch Commanders that Metro utilizes in the field. Lieutenant Zimmerman has been certified by TASER as an Instructor, Technician, and Forensic expert related to all of their products. Lieutenant Zimmerman has acquired certifications from the California Commission on Peace Officer Standards and Training (POST).
Sgt. Andrews is a Supervisor and Field Training Officer. Additionally Sgt Andrews is a Certified Anti-Terrorism Specialist (CAS) accredited by the Anti Terrorism Accreditation Board and is a Certified Homeland Security (CHS-III) specialist accredited by the American Board for Homeland Security. Sgt. Andrews formerly worked patrol, supervisor and criminal investigator assignments while serving active US military duty. Sgt. Andrews is a TASER certified Instructor as well as an expandable baton instructor.
Cpl. Mangano is a Field Training Officer. He is bi-lingual (Spanish) and is currently assigned to the Patrol Division.
